Peer brands tourist tax 'mad' and says axeing VAT-free shoppers is driving visitors away 

Baroness Wheatcroft called for the return of VAT-free shopping for overseas tourists, allowing visitors to claim back 20% on their purchases. It was axed by Rishi Sunak when the UK left the EU.
