What Does The United States Have In Common With Haiti, Myanmar, South Sudan, And Yemen?

The 17 Sustainable Development Goals were adopted by all 193 member states of the UN in 2015. To help achieve these goals countries are asked to publish Voluntary National Review. The U.S. is one of only five countries which hasn't done so. I have no idea why. Is this a big deal or not?
