Councillor takes a SWIM in a flooded underpass and tells Thames Water to repair burst main

Mike Rowley, Barton & Sandhills councillor took a dip in an underpass at the corner of Littlemore Roundabout in Oxford where a burst water main led to torrents of water filling the area up.
