On-the-run convicted rapist may be living off-grid near Bristol and searching through bins for food

Sean Phipps, 51, failed to return to HMP Leyhill, near Bristol, after being let out on day release on June 1. Avon and Somerset Police said he may approach people to ask for water or for casual work.
