Social Security, the Debt Limit and the Washington Monument Strategy

The “Washington Monument Strategy” is a ploy used by government agencies to avoid budget cuts. But we're seeing the same strategy employed to pressure Congress to raise the debt limit, this time citing something even more sacred: Social Security benefits.
