Naval Academy class of '23 complete Herndon Monument climb year late in race against time

Recruits resumed the tradition of replacing a sailor's cap with an upperclassman's hat at the U.S. Naval Academy in Annapolis, Maryland, on Sunday after the ceremony was cancelled last year.
