Lords bill taxpayer £46,000 for day paying tribute to Prince Philip, but fewer than HALF spoke

Some 162 members of the upper house claimed expenses for the session on April 12, three days after the royal consort died at the age of 99. But just 65  of those who claimed spoke during the session.
