Family of siblings who died during Texas storm hit out at officials 'who should have been prepared'

Olivia, Edison and Colette Nguyen and their grandmother Le Loan died Tuesday. Their aunt, Vanessa Kon, said: 'If the power wasn't off, this wouldn't have happened.'
