Secretary Of Education Cannot Forgive All Student Loans

The Office of the General Counsel at the U.S. Department of Education has issued a legal opinion that finds that the U.S. Secretary of Education does not have the authority to cancel, compromise, discharge or forgive all federal student loan debt.
