Dog tied to car and dragged through street by owner before being rescued after driver alerted police

Footage, taken in Atyrau, Kazakhstan, at around 6.30pm on January 7, shows the animal tied to the back of a car. The video shows the trail of blood on the street as the animal was dragged.
