Modesto Police release footage of a suspect who died after he 'choked himself with a seatbelt'

Modesto Police in California released an edited video that includes a 911 call from suspect Emilio Villa Mora, 33, of Mexico, who claims 'the cartel' is 'trying to kill' him and later runs from cops.
