Boston was the most congested U.S. city. Drivers there lost an average of 149 hours last year, or $2,205 per person. Chicago was second (145 hours, $2,059); Philadelphia, third (142 hours, $2,026); New York, fourth (140 hours, $1,988), and Washington, D.C., fifth (124 hours, $1,761).
