Florida man is arrested for handing out marijuana on the street 'because it was Christmas'

Richard Ellis Spurrier was stopped by police in downtown St. Petersburg, Florida, as he had been dishing out narcotics to people in the street. Police said he was doing it 'because it was Christmas'.
